Test the question before compute becomes demand.

This lab does not promise savings. It makes the TA-14 ACA proposition measurable: does gate work plus admitted downstream work plus retries consume less computational work than the baseline while required quality is preserved?

01 · COMPUTATIONAL ACCOUNTING

Enter a bounded workload.

NET COMPUTATIONAL BENEFITSUPPORTED IN THIS RUN25,500 work units

25.5% net change from baseline after gate and retry cost.

Baseline total work − (ACA gate work + admitted downstream work + shifted/retry work) = 25,500

02 · DETERMINATION LAYER

Every proposed branch needs an explicit state.

ALLOW

Standing established for the bounded computational proposal.

HOLD

Evidence, context, identity, scope, or authority is insufficient.

DENY

The proposed branch does not have standing to commit resources.

ESCALATE

The decision requires an authorized route outside the current gate.

03 · ENVIRONMENTAL ATTRIBUTION LADDER

Do not turn compute into water claims without evidence.

First establish avoided computational work. Only then move down the attribution ladder when measured or defensible data exists.

These fields intentionally require site/workload measurements. TA-14 ACA does not supply a universal model-call-to-energy, water, or carbon conversion.

04 · FOUNDING PILOT PROTOCOL

Give us a workload. Preserve whatever the evidence says.

1 · Freeze the test

Define workload, objective, quality threshold, context, resources and baseline.

2 · Run baseline

Measure the existing architecture without ACA intervention.

3 · Run ACA

Apply admissibility before computational commitment and record every determination.

4 · Compare

Count gate cost, admitted work, avoided work, retries, latency and quality.

5 · Revalidate change

Identity, evidence, authority, scope, purpose, resource, policy or outcome change can invalidate standing.

6 · Publish the result

Positive, neutral and negative findings remain admissible research outcomes.

FOR DATA-CENTER OPERATORS · CLOUD PROVIDERS · NATIONAL LABS · UTILITIES · AI INFRASTRUCTURE TEAMS

Can upstream computational governance reduce demand before the efficiency stack has to serve it?

That is the question. The pilot is designed to let the evidence answer it.
