First establish avoided computational work. Only then move down the attribution ladder when measured or defensible data exists.
These fields intentionally require site/workload measurements. TA-14 ACA does not supply a universal model-call-to-energy, water, or carbon conversion.

Define workload, objective, quality threshold, context, resources and baseline.
Measure the existing architecture without ACA intervention.
Apply admissibility before computational commitment and record every determination.
Count gate cost, admitted work, avoided work, retries, latency and quality.
Identity, evidence, authority, scope, purpose, resource, policy or outcome change can invalidate standing.
Positive, neutral and negative findings remain admissible research outcomes.
Can upstream computational governance reduce demand before the efficiency stack has to serve it?
That is the question. The pilot is designed to let the evidence answer it.
