When the Frozen Test Did Not Produce the Expected Record

Case 003 is a public governance artifact about something more important than a clean pass: whether a frozen demonstration can preserve an unexpected result without moving the boundary after execution.

WHY CASE 003 EXISTS

A harder test of the Exchange itself.

The purpose of a governed demonstration is not to create a favorable outcome. It is to create a trustworthy record. Case 003 began with a frozen changed-authority proposition intended to show an initially admissible condition becoming inadmissible after authority loss before execution. The returned evidence showed something narrower. TA-14 preserved that difference instead of changing the question after the answer arrived.

WHAT THE EVIDENCE SUPPORTS

A real authority-loss response is visible.

The later preserved Engineering View directly records AUTHORITY_LOST and authority_invalidated_before_execution.

The reviewed runtime classifies the later condition INADMISSIBLE and returns REFUSED with execution binding BLOCK.

The execution surface records should_execute false, should_block_execution true, binding_enforced true, and EXECUTION_BLOCKED.

The two preserved packets distinguish materially different authority failure classes rather than collapsing them into one generic authority result.

Continuation is conditioned on a newly evaluated admissible packet rather than reuse of the prior determination.

The frozen transition was not completed as designed.

PARTICIPANT RESPONSE

Agreement without merger.

After receiving TA-14's independent v1.2 finding, Harmonic's steward accepted the bounded result and requested that his participant response be preserved separately without modification to the independent finding. That separation matters: the participant can agree, disagree, correct factual matters, or add perspective without silently rewriting TA-14's record.

INSTITUTIONAL VALUE

A credible Exchange must be able to preserve a partially supported result, an unexpected test-object deviation, and the participant's response in the same chronology.

WHY THIS MATTERS

A governance institution becomes credible when the record is allowed to disappoint everyone.

If every governed demonstration ends in a clean pass, the public cannot tell whether the process is testing anything. Case 003 shows a different model: freeze the proposition, preserve the implementation, admit the returned evidence, distinguish what is supported from what is not established, and keep the historical record intact. The value is not that Harmonic “failed.” The value is that both Harmonic and TA-14 allowed the evidence to define the result.
