Two Sovereign Governance Architectures Entered One Frozen Examination.
The result was not merger, equivalence, endorsement, or a shared methodology. It was something narrower and more useful: evidence that TA-14 and ANDEKS™ can interact through a bounded documentary governance interface while preserving separate authority, provenance, normative lineage, attribution, limitations, and architectural sovereignty.

Frozen proposition supported on S-01 through S-08 under the admitted evidence, frozen controls, and stated limitations.
Interoperability was examined before anyone was allowed to call it interoperability.
The examination was deliberately gated. A mutually accepted boundary did not authorize examination. A frozen evidence set did not authorize examination. TA-14's participation authorization did not authorize ANDEKS™. ANDEKS™'s authorization did not authorize TA-14. Only after both sovereign authorizations were verified against the exact same Stage B v0.2.1 freeze did the controlled state transition to EXAMINATION AUTHORIZED. At that moment, the finding state was still NONE PRESUMED OR ESTABLISHED.
Only then did TA-14 examine the frozen documentary proposition. The resulting independent finding supports interoperability across the defined governance-interface surfaces while preserving the limitations that make the finding meaningful.

WHY THIS CHANGES THE GOVERNANCE CONVERSATION
Interoperability does not have to mean architectural absorption.
Many interoperability narratives begin by flattening systems into a common layer. This examination demonstrates a different institutional possibility: independent architectures can expose bounded documentary interfaces, exchange governed objects, preserve provenance and limitations, retain separate normative authority, and still be examined against a common frozen proposition.
This is a disposition, not an authorization. Any pilot would require its own separately frozen technical object, exact interface or schema, evidence objects, transport, authority and responsibility boundaries, failure and refusal behavior, provenance requirements, replay expectations, protection controls, falsification criteria, finding classes, and separate participation authorizations.

Controlling presentation: v1.1. The earlier v1.0 remains preserved in chronology; v1.1 strengthens scope inseparability and publication control without changing the underlying evidence result.
