Record HOLD is not carrier interception.
TA14-OMR-000001 establishes that TA-14 did not grant present execution standing from the available evidence. It does not establish that TA-14 was technically bound into a BAS/BMS, actuator, controller, relay, API write path, or other physical execution carrier such that HOLD made the proposed consequence technically impossible.
Admissibility refusal ≠ actuator interception. Execution standing ≠ physical impossibility.
The stronger carrier-enforcement proposition is now separated into TA14-EA-000045 — Carrier-Bound Execution Enforcement Challenge. Until that proposition earns evidence, no carrier-enforcement PASS may be inferred from this mission.
