The Fund's public 2026 criteria center on stationary outdoor PM2.5 monitoring, fully open data, and a credible path to national-level policy impact.
INDEPENDENT TECHNICAL DEMONSTRATION · OPEN PM2.5 DATA · POLICY CONSEQUENCE
EPIC Air Quality Fund supports organizations that generate and openly share PM2.5 data to drive national-level clean-air policy impact. TA14 examines the next boundary: how evidence survives the passage from observation to consequence.
The Fund's public 2026 criteria center on stationary outdoor PM2.5 monitoring, fully open data, and a credible path to national-level policy impact.
Open access makes evidence available. It does not by itself establish provenance, continuity, sufficiency, authority, standing, or permission for a specific policy consequence.
THE GOVERNANCE GAP
A PM2.5 observation may be technically sound and openly available. A later policy decision can still require additional evidence, applicable authority, established standing, scope, interpretation discipline and a preserved decision record. TA14 keeps those layers separate so the route from measurement to consequence can be inspected rather than assumed.
01 · OPEN DATA
The atmosphere existed before anyone measured it. The monitor did not create that reality; it produced an observation of it. Publishing the observation makes the record available to others, but availability is not the same thing as authority.
A government, researcher, funder, attorney, community or regulator may eventually ask that observation to support a consequence. Before that happens, another question has to be answered.
What survived with the number?
02 · EVIDENCE CONTINUITY
If we can recover the raw observation, time, location, instrument identity, calibration or verification context and every transformation, we have something much stronger than a dashboard number. We have a traceable record.
But a traceable record still does not automatically authorize a consequence. Measurement is not continuity. Continuity is not admissibility. Admissibility is not authority. Authority is not execution. Execution is not proof of outcome.
How does physical reality become an authorized real-world outcome?
03 · GOVERNED CROSSINGS
Outdoor PM2.5 exists before the measurement system describes it.
A monitor produces an observation tied to place, time, instrument and operating state.
The measurement becomes inspectable and reusable rather than trapped in a closed system.
Provenance, timestamps, instrument identity, calibration context and transformations remain traceable.
The evidence is tested against the specific proposition or policy consequence it is being asked to support.
Applicable law, policy, institutional authority and standing are connected to that consequence.
An authorized actor accepts responsibility and causes a bounded real-world action.
What changed is measured, preserved and becomes the next reality.
One of the easiest mistakes happens when someone moves from what the evidence actually observed to what they believe the evidence means. Those are not the same thing.
A monitor can observe a PM2.5 concentration. Analysis can produce an inference. But the inference does not acquire execution authority merely because the underlying measurements are good.
Observed is not inferred. Inferred is not authorized.
04 · CONSEQUENCE BOUNDARY
OBSERVED: What did the evidence actually establish?
INFERRED: What conclusion is being drawn from that evidence?
AUTHORITY BOUNDARY: Who has standing, what authority applies, and what evidence is sufficient for this particular consequence?
AUTHORIZED CONSEQUENCE: What may actually become real?
CANONICAL QUESTION
Does this proposed consequence have sufficient Admissible Evidence, Applicable Authority, and Established Standing to become reality NOW?
A POSSIBLE EPIC × TA14 DEMONSTRATION
A collaborative demonstration could begin with an existing open PM2.5 stream and preserve the evidence chain around one policy-relevant question: raw observation, instrument and location identity, transformations, continuity, applicable authority, standing, decision, execution and measured outcome. The purpose would not be to replace EPIC's open-data model. It would test whether the path from open data to consequential use can become more replayable, auditable and defensible.
CURRENT STATUS · OCTOBER 5, 2026
EPIC's public registry remains open to air-quality actors, and EPIC publicly invites partnership inquiries. TA14 is presenting this room as a bounded demonstration and invitation to examine whether evidence-governance infrastructure can strengthen the durability of open PM2.5 programs and the policy consequences they support.
05 · DEMONSTRATION
TA14 can examine one bounded PM2.5 evidence-to-consequence route as an independent technical demonstration: preserve the raw observation, continuity, transformations, authority, decision, execution and measured outcome without closing or replacing the underlying open-data system.
