TA14 AUTHORITY GOVERNANCE INSTITUTION · INDEPENDENT CONCEPT
Global Energy Reality & Admissibility Architecture
GERAA v1.0 · What is physically happening, what is predicted, and what can be established NOW?
Educational prototype. Not a live global oil-monitoring network, price-control mechanism, regulatory determination, or institutional partnership. All numerical illustrations and examination cases are synthetic. Some artwork uses simplified accounting and must not be used as an actual reconciled oil balance.
All eight lessons are displayed below in one continuous, open-scroll experience. No next-button or collapsed lesson is required.
Lesson 01 · Pump Price Anatomy

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
Welcome to GERAA. When gasoline prices rise, we often hear that oil is scarce. But a retail price includes crude acquisition, refining, distribution, taxes, and retail costs. A price movement is a market observation, not proof of a physical shortage. To establish a shortage, we need defined geography, time, commodity, and verifiable supply and inventory evidence.
Technical boundary: This illustration is educational, not an authenticated source record. Claims require source, commodity definition, unit, geography, reporting interval, uncertainty, revisions, applicable authority, and established standing. Crude and refined-product movements must not be merged into a single conservation equation without conversion and transfer accounting.
Lesson 02 · Global Barrel Ledger

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
An energy ledger must account for production, imports, exports, refinery intake, product output, use, and stocks without counting the same barrel twice. Crude oil and refined products require separate ledgers. Global imports and exports are cross-border transfers, not additional worldwide production. The diagram is conceptual; its figures are synthetic and not a balanced real-world global ledger.
Lesson 03 · Reconciliation Gaps

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
A reconciliation gap is the difference between calculated and reported stocks. It can arise from timing, measurement, classification, or revision. The illustrated figures are synthetic and should not be treated as a valid unified crude-and-products balance. We preserve the original records, calculate a residual using consistent boundaries, and hold any unsupported allegation of missing oil or wrongdoing.
Lesson 04 · Observed vs Forecast

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
Observed measurements, institutional reports, estimates, forecasts, and unverified assertions serve different purposes. A forecast may legitimately affect markets without proving that a loss has occurred. Evidence categories are not automatic reliability rankings. Every claim needs provenance, uncertainty, and an explicit time boundary.
Lesson 05 · TA14 Admissibility Gate

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
TA14 follows Reality, Record, Continuity, Admissibility, Binding, Commit, Execution, and Outcome. The gate examines Admissible Evidence, Applicable Authority, and Established Standing. A disposition of ALLOW, HOLD, DENY, or ESCALATE applies only to the specified examined claim. It does not regulate trading or confer emergency powers.
Lesson 06 · Sovereignty and Confidentiality

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
A federated system can share appropriately aggregated evidence while preserving national sovereignty, contractual rights, and confidential operational records. Participation is voluntary. Authority context may cross borders, but execution authority must be established locally. No institution is represented here as a GERAA partner.
Lesson 07 · Transparency Dashboard

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
A transparent dashboard should show data freshness, coverage, source class, uncertainty, reconciliation status, and revision history. This image is a design concept, not a functioning dashboard. All illustrated figures and update notices are synthetic, not current statistics. An honest system makes missing information visible.
Lesson 08 · Institutional Participation

Samantha · Expanded narration
Audio is unavailable in this browser. The script remains visible.
An international architecture requires independent review, agreed definitions, bounded validation, voluntary pilots, and lawful expansion. Government, industry, researchers, and the public may contribute, but no endorsement is implied. Our invitation is to examine the method and improve the evidence boundary, not to promise price stability.
Interactive admissibility examination
Choose one hypothetical claim. Dispositions are instructional examples, not official determinations.
Verified production loss
Evidence: Synthetic calibrated meter readings and signed reports corroborate a defined decline.
TA14 disposition: ALLOW
The narrow factual production-loss claim can pass when provenance, scope, standing, and uncertainty checks pass. No market action is authorized.
