Constitutional Memory SA Ltd is the declared owner and stewarding organization for BlackVault™. Greg Malpass, Founder & CEO, is identified as accountable steward for the registered baseline and future supersession filings. The Registry preserves that declaration without adjudicating ownership, priority, or legal sufficiency.
What They Are Building
BlackVault™ is building a persistent-memory governance substrate intended to preserve what an AI system retained at a consequential moment, the configured authority context associated with that retention, and a tamper-evident custody history. Its registered Layers 0–2 focus on substrate capture, credential-scope validation against a configured identity provider, and read/retrieval custody. The later inference, execution-boundary, and reporting layers remain outside the built claim.
What They Declared
The registered baseline declares that Layers 0–2 are built and internally tested; that sealed Layer 0 records are append-only and hash-chained; that Layer 1 authenticates a principal and checks requested action scope against a configured identity provider; and that Layer 2 chains and signs access events. The filing reports 172 automated tests, including 60/60 SDK tests, while expressly stating that these results are self-reported and not independently verified.
Explicit Boundaries & Non-Claims
1. Does not enforce write-governance decisions (cf. Shango MID, TA-14-AIGR-000011, v2.2 as registered).
2. Does not adjudicate authority disputes.
3. Does not itself constitute an admissible evidentiary record — that determination sits with TA-14's own admissibility framework, which this registration does not subsume.
4. Does not model organisational authority structures (cf. Seam-B).
5. Is not a diagnostic layer over AI system behaviour (cf. HumanIA Link/ARES-VITA).
6. Does not govern severance of AI systems from live infrastructure (cf. Velos Systems).
7. Does not independently verify that the authority recorded by Layer 1 was validly granted at its original source — Layer 1 authenticates against a configured identity provider only. Shango MID (TA-14-AIGR-000011, v2.2 as registered) does not establish this either, and consults no external source at all in doing so: its authorising principal, scope, approver, credential and policy snapshot arrive on the request. Neither system resolves this gap, and neither resolves it for the other. A reader holding both records should not read the pair as covering it. As registered at v2.2, Shango MID's own evidence does not represent that boundary — no field distinguishes an established prerequisite from an asserted one.
8. Does not itself authorize, grant, or confer authority on any principal, system, or action. Layer 1 validates that a requested action falls within a principal's configured authority scope; it does not originate that scope or decide who should hold it. Authorization decisions remain the responsibility of the deploying partner's own identity and authority-management systems.
9. Does not replace the need for an independent, partner-commissioned technical and security audit of the implementation, which the architecture's own specification recommends as a due diligence step and which has not yet occurred.
10. Makes no guarantee of production-grade reliability, uptime, or performance under adversarial conditions. No production deployment with any third-party client has occurred.
11. Makes no claim regarding Layers 3–5, which are specified but not built.
12. Makes no claim of regulatory certification, endorsement, or compliance determination of any kind.
13. Does not claim identity or equivalence with the "Layer 0" terminology used in Shango MID's public materials. This registration's "Layer 0" refers to Constitutional Memory's substrate capture tier, a distinct concept from the upstream trust-verification tier Shango's materials describe under the same name.

TA-14 Institutional Commentary
TA-14 currently classifies BlackVault™ as a governed-memory and evidence-substrate architecture rather than a full admissible-execution architecture. Its filing is comparatively disciplined about this boundary: it does not claim to originate authority, adjudicate authority disputes, establish admissibility by itself, or govern consequence-bearing execution. The strongest next evidence would be independently inspectable implementation proof for Layers 0–2 and a bounded demonstration of the unresolved authority-source boundary.
