Historical validation is not the same thing as present standing.
VSA preserves what was validly established, then asks a different question when reality changes: does that validation still have standing now? A material change can withdraw only the affected proposition. New evidence can restore only what it actually supports.

Present standing depends on proposition-specific evidence and applicability under current conditions.
A material change does not automatically invalidate every proposition in the validated record.
New evidence restores only what it closes. Restoration is not contagious.

Provenance, attribution, frozen evidence boundaries, limitations, unresolved conditions, and the distinction between past qualification and present standing.
Runtime authorization, production deployment, certification, endorsement, regulatory approval, universal compatibility, ownership, or control.
Execution authority must still be established at the consequence boundary. Standing alone does not authorize consequential activity.
