Gary Williams / Elias Systems Ltd is the declared steward and source of the Elias SCGA v1.0.0 registration. The record constitutes Elias at a system-classification level rather than treating any one implementation as the whole architecture. Registration preserves that declaration, its evidence pack, chronology, boundaries and limitations without transferring architectural sovereignty to TA-14.
What They Are Building
SCGA is presented as a Sovereign Constitutional Governance Architecture performing the technical role of a Constitutional Control Plane for Intelligence and Consequence. It places governance between capability and consequential execution and organizes the surrounding chain of identity, intention, authority, evidence, scope, conditions, standing, admissibility, permission, execution, witness and reassessment. The registered record states that Keystone, EIE, HPM, EIK, ECGK and other Elias implementations are applications or specialized components of the wider architecture rather than the whole architecture.
What They Declared
The v1.0.0 registration declares CAPABILITY ≠ AUTHORITY; explicit separation of technical capability from permission; pre-consequence governance of identity, intention, authority, evidence, scope, conditions, standing, admissibility, permission, execution, witness and reassessment; attributable evidence of determinations and execution; successor discipline that does not silently rewrite prior states; and a model-agnostic, cross-domain architectural intent. These are registered Elias claims preserved for inspection and future examination, not TA-14 findings of universal effectiveness.

The strongest next governed work is to select a narrow consequence-bearing SCGA proposition that can be falsified against a frozen executable or documentary boundary. The examination should distinguish system-level constitutional claims from the behavior of any particular Elias component and should preserve adverse, incomplete or indeterminate results without rewriting the registered v1.0.0 baseline.
