TA-14 REGISTRY ADMISSION

REGISTERED — NOT CERTIFIED

TA-14 found the submitted EGBP v1.0.0 record sufficiently attributable, bounded and preserved for Registry admission. Registration recognizes the governance object and its claim envelope. It does not establish independent validation, operational effectiveness, regulatory conformity, certification, legal sufficiency, safety, production readiness or fitness for execution.

The inspectability boundary

EGBP separates what a system produced from what governance may legitimately conclude about it.

DECISION + EVIDENCEPreserve what was decided and the evidence relied upon, with source, version, scope, provenance and transformation history.
RULE + AUTHORITYExpose governing rules, constraints and available authority without treating model confidence or explanation as authority.
EXECUTION + WITNESSKeep governance determination, execution evidence and witnessed external consequence separately represented.
CHANGE + REVALIDATIONMaterial changes can require renewed evaluation without rewriting the historical state under which an earlier decision was made.

Ten registered claims

These are claimant-declared claims preserved by registration. They are not TA-14 findings.

EGBP-C1Consequential decisions can be bound to an inspectable governance record containing decision, evidence, rules or constraints, and available authority basis.
EGBP-C2Evidence remains attributable to source, version, scope, provenance and relevant transformation history.
EGBP-C3Governance reasons, constraints, refusals, escalations and human-review states remain separate from probabilistic model output.
EGBP-C4Model output, confidence, recommendation or explanation does not itself constitute governing authority.
EGBP-C5Material changes can require renewed governance evaluation before prior standing is relied upon.
EGBP-C6Governance, execution and witness evidence remain separately represented.
EGBP-C7Decision lineage supports later reconstruction, challenge, review and comparison.
EGBP-C8Missing, unresolved or divergent governance state cannot silently upgrade into a stronger positive conclusion.
EGBP-C9Successor decisions and policy changes do not retrospectively rewrite historical governance state.
EGBP-C10A common inspectability layer can surround heterogeneous systems without collapsing their native implementations.

Boundary: EGBP v1.0.0 expressly does not claim that transparency or logging proves correctness, legality, safety, fairness or authorization; does not equate model explanation with governance reason; does not treat a governance determination as proof of execution; and does not claim universal observability, security, compliance, production readiness or immunity from bypass. Its principal unresolved question remains whether the registered claims survive independent adversarial examination.

Lineage: EGBP v1.0.0 is recorded as successor to the earlier Elias Glass Box Platform Kernel v0.2. The predecessor remains historically attributable to its own version and state.
