ESCA v1.0.0 enters the TA-14 Exchange as a governance architecture for sovereign composability: enabling independently governed systems, AI agents, organisations and architectures to work across a governed boundary without silently merging identity, provenance, ownership or authority.

Its concern is not merely whether systems can connect, but whether evidence, permissions, determinations and meaning can cross a boundary without provenance loss, authority laundering or unsupported semantic enlargement.
ESCA declares eight bounded claims: sovereign composition without merger; authority non-transfer; provenance preservation; semantic non-enlargement; independent present-admissibility at the receiving boundary; material-change re-evaluation; explicit preservation of disagreement and incompatibility; and a ceiling preventing a composed conclusion from becoming stronger than the legitimate authority, evidence, provenance, scope and present standing contributed by its participants.
No claim is made here that ESCA v1.0.0 has survived adversarial examination, provides universal interoperability, transfers authority between participants, establishes regulatory conformity, or proves production implementation performance.

ESCA is unusually explicit about a boundary TA-14 considers consequential: an object crossing between systems does not gain authority merely because it crossed successfully.
