The law has a state.

A regulatory proposition is not complete until the governing authority, source version, actor, provision, application date and current reliance state are visible. This registry separates what exists in law from what applies now, what applies later, and what changed.

TA-14 SOURCE-STATE PRINCIPLE

A determination that was admissible under an earlier source state is preserved as historical truth; it is not silently rewritten when authority, guidance, dates, evidence, system identity or operating conditions change.
