INDIA SCHOOL AIR · INDEPENDENT PUBLIC EXAMINATION · 2026

THE SENSOR SEES IT.
WHO MAY ACT?

India can measure the classroom. The harder boundary is what the measurement is allowed to cause.

This examination begins with a practical school question: PM₂.₅, CO₂, ventilation, filtration, maintenance and verification can all matter at the same time. TA-14 examines the missing seam between an environmental signal and an authorized real-world consequence.

TA-14 GOVERNING QUESTION

Does this proposed consequence have sufficient Admissible Evidence, Applicable Authority, and Established Standing to become reality NOW?

01 · WHAT INDIA ALREADY HAS

This is not a blank-slate problem.

14.71 LAKHSCHOOLS

UDISE+ 2024–25 reports 14.71 lakh schools nationally.

24.69 CRORESTUDENTS

UDISE+ 2024–25 reports 24.69 crore students.

NATIONAL AMBIENT REFERENCE

PM₂.₅

India’s National Ambient Air Quality Standards use 40 µg/m³ annual and 60 µg/m³ 24-hour PM₂.₅ values. These are ambient standards, not a universal classroom action trigger.

BUILDING-CODE LAYER

ECSBC 2024

Within its defined applicability, ECSBC 2024 includes mandatory indoor-air-quality provisions for PM₁₀/PM₂.₅ source control and ventilation designed to required rates.

SCHOOL HEALTH LAYER

AIR-POLLUTION ADVISORY

India’s health advisory for school children includes classroom ventilation, closing windows when outdoor air is poor, wet mopping, AQI awareness and limiting outdoor activity during high-pollution periods.

PROFESSIONAL STANDARD

ISHRAE IEQ

ISHRAE publishes an Indoor Environmental Quality Standard for India. A professional standard can inform design and operation, but applicability and authority still have to be established for the consequence at hand.

Critical distinction: a national ambient value, a building-code provision, a professional standard, a school advisory and a live classroom sensor reading are not the same kind of authority.

02 · THE EXECUTION PATH

MEASURE is the beginning.
VERIFY is not the end.

The evidence has to survive the whole path from occupied reality to consequence and back to a verified outcome.

01

REALITY

An occupied classroom has a real environmental condition.

02

RECORD

The observation, measurement, complaint or operating state is preserved with time, place and method.

03

CONTINUITY

The record remains attributable as it moves between school, operator, authority and reviewer.

04

ADMISSIBILITY

The evidence is sufficient for the specific consequence being proposed.

05

BINDING

The applicable standard, duty, policy, instruction or local authority is connected to that consequence.

06

COMMIT

An actor with authority accepts responsibility for the proposed action.

07

EXECUTION

Access, resources and permission exist to perform the action.

08

OUTCOME

What actually happened is measured and preserved as the next baseline.

Monitoring is not evidence. Evidence is not authority. Authority is not execution.

03 · INTERACTIVE CLASSROOM LAB

Same classroom. Different signal. Different consequence.

Choose what is happening, then choose what someone proposes to do. The point is not to manufacture an answer. It is to expose what still has to be established.

CLASSROOM CONDITION

CO₂ + PM₂.₅ · COMPETING PRESSURES

The classroom now has competing environmental signals. A single-number rule is unlikely to establish the whole consequence.

INITIAL PROPOSAL: Use a bounded ventilation + filtration response.
PROPOSED CONSEQUENCEFILTER

Change particulate control while preserving the ventilation duty and documenting maintenance consequences.

ADMISSIBLE EVIDENCESCENARIO-SPECIFIC

What measurement, method, duration, calibration, occupancy context and corroboration support this specific action?

APPLICABLE AUTHORITYMUST BE ESTABLISHED

Which school, operator, owner, local body, code, health instruction or delegated role can authorize this consequence here?

ESTABLISHED STANDINGMUST BE ESTABLISHED

Who is entitled to request, approve, fund, direct, execute and verify this action?

04 · THE SCHOOL-AIR PARADOX

Ventilation can help one signal and worsen another.

CO₂ ↑

OPEN / VENTILATE?

More outdoor air may improve occupied-space ventilation.

≠
OUTDOOR PM₂.₅ ↑

OPEN / VENTILATE?

The same outdoor-air pathway may import more particulate pollution.

That is why “open the window,” “buy a purifier,” and “install a filter” are not universal governance answers. The action has to fit the real condition, the building, the equipment, the local authority and the moment.

05 · THE NATIONAL QUESTION

What would a measurable institutional promise require?

MEASURE

Occupied PM₂.₅, CO₂, temperature and humidity where those measurements are relevant and technically defensible.

INTERPRET

Preserve method, calibration, location, occupancy, outdoor conditions and limits of inference.

AUTHORIZE

Identify who may change operation, spend money, alter occupancy, procure equipment or escalate.

EXECUTE

Record the actual intervention, not just the recommendation or purchase order.

VERIFY

Measure the resulting classroom reality and preserve it as the next baseline.

A school should not only be able to say “we have a system.”
It should be able to show what the occupied classroom delivered.

TA-14 · INDIA SCHOOL AIR

THE AIR CAN BE MEASURED.
THE CONSEQUENCE MUST STILL BE AUTHORIZED.

No admissible evidence. No admissible execution.
