Governance identity entered the TA-14 public Registry

The Elias Human Sovereignty Chain (EHSC) is a constitutional AI governance architecture designed to keep consequential artificial-intelligence activity inside explicit human-authorised boundaries. It governs the chain from identity and authority, through evidence and admissibility, to AI determination, permitted execution, and attributable witnessing of what occurred. EHSC is intended for organisations, developers, institutions and other operators using AI where decisions or actions may affect people, rights, responsibilities, safety or other material interests. It separates what an AI can observe, infer, recommend, determine and execute so that capability is not automatically treated as authority. The architecture uses constitutional constraints, provenance, evidence verification, uncertainty handling, refusal and human-review pathways, and tamper-resistant governance records to prevent unsupported claims, silent authority expansion and ungoverned execution. Its purpose is not to make AI sovereign over people, but to make increasingly capable AI governable, inspectable and accountable while preserving human authority over consequence-bearing activity.
