Governance identity entered the TA-14 public Registry

The Elias Constitutional Governance Kernel (ECGK) is a bounded pre-execution AI governance architecture designed to determine whether a proposed action is admissible before consequence is allowed to occur. It separates capability from authority and evaluates identity, authority, evidence, governance state and execution conditions before issuing a permit, refusal or review outcome. ECGK is intended for organisations and systems using AI in consequence-bearing environments where actions must remain attributable, evidence-backed, bounded and governable. It does not grant authority to an AI system; it governs whether sufficient authority and evidence exist for execution to proceed.
