A later version does not silently inherit an earlier finding. A participant response does not become TA-14's voice. A correction does not erase the original record. Each event remains attributable to its own source, evidence state, version and governed boundary.

Governance identity entered the TA-14 public Registry
The Elias Internal, External and Unified AI Governance Architecture is a governance system designed to control both what happens inside an AI system and how that system interacts with the outside world. The Internal Governance Firewall governs activity within the AI or runtime boundary, including policy evaluation, risk assessment, admissibility, authority, escalation and whether an action is eligible to proceed. The External Governance Firewall governs the boundary between the AI system and users, applications, agents, APIs, enterprise systems and other external environments. It is intended to prevent an external request, integration or capability from being treated automatically as permission to act. The Unified Governance Firewall brings the internal and external governance surfaces together into one governed perimeter. Its purpose is to evaluate consequential activity before outputs or actions are released, while preserving evidence of what was evaluated, what decision was made and why. The architecture is intended for organisations deploying AI, automated systems or agents where authority, risk, accountability, human oversight and real-world consequences need to be governed explicitly.
