Governance identity entered the TA-14 public Registry

The Elias Reference Agent is a bounded AI governance reference implementation designed to govern consequential agent activity at the point where capability may become real-world execution. It is intended for organisations, developers, reviewers and governance teams working with AI agents that can reason, use tools, propose actions or act within defined environments. The architecture separates capability from execution authority. An agent being technically able to perform an action does not, by itself, establish permission to execute it. Before consequential execution, the system can evaluate constituted governance conditions including authority, human standing, scope, relevant state changes and other required conditions. If those conditions do not hold, execution can be withheld, refused, contained or escalated rather than silently proceeding. The architecture also preserves decision evidence so that the reason an action was permitted, stopped or escalated can be examined afterwards. The Elias Reference Agent is not presented as a universal AI-safety solution. It is an inspectable implementation of execution governance, human-authority preservation, changed-condition reassessment, uncertainty handling and evidence-producing decision control for agentic systems.
