Framework-Independent Constitutional Systems Qualification Protocol

FICSQP v0.14 is a jointly authored and co-developed qualification protocol attributed in the Registry to Gary Williams and Tim Zlomke. It evaluates governance claims without requiring participating architectures to share one ontology, terminology, decomposition, or implementation model.

FICSQP is building a framework-independent qualification discipline for constitutional and governance claims. Its method emphasizes prospectively defined claims, evidence surfaces, falsifiers, counterfactual testing, bounded support scope, attribution of invalid or unavailable conditions, and reconstructable Qualification Receipts. The protocol preserves uncertainty and evidentiary ceilings rather than converting incomplete evidence into stronger conclusions.

FICSQP declares that claims should be tested against prospectively established qualification conditions and that demonstrated support must remain bounded to the evidence and coverage actually achieved. It distinguishes representation from reality, determination from authority, and governance determination from demonstrated causal control over execution. It explicitly does not certify safety, compliance, production readiness, deployment suitability, universal superiority, or institutional authority.

TA-14 is paying attention because FICSQP addresses how to evaluate serious architectural claims without forcing independent systems into a common ontology or allowing retrospective interpretation to rewrite the test. Its prospective falsification, evidence ceilings, reconstructable receipts, and separation of determination from authority create a useful foundation for later governed comparative work while preserving independent architectural identities.

Registration establishes a dated, attributable, version-bound institutional baseline for FICSQP v0.14 under permanent Registry Identifier TA-14-AIGR-000020. The Registry preserves joint-authorship provenance, authority basis, claims, non-claims, limitations, evidence package, and lifecycle history. Registration is not certification, endorsement, legal validation, regulatory approval, technical validation, or proof that every qualification claim has been independently demonstrated.

FICSQP now has a permanent Registry identity to which future qualification cases, evidence challenges, comparative examinations, participant responses, governed artifacts, protocol versions, and correction history can be attached without rewriting the original registration. Future findings should remain tied to the exact protocol version, frozen mandate, evidence surface, test conditions, and coverage that supported them.

FICSQP enters the public record with a disciplined proposition: define the claim and its falsifiers before seeing the answer, preserve what the evidence can and cannot support, and do not allow a qualification result to become authority by itself. FICSQP remains independently attributed to Gary Williams and Tim Zlomke; TA-14 preserves the registered baseline and may examine bounded cases without absorbing the protocol or predetermining future findings.
