Governed State Spine

Governed State Spine (GSS) is an independently developed governance architecture stewarded by Mark Rewers through R2 Tech Consultants, LLC. It focuses on the formation boundary of consequential decisions: whether a decision was legitimately permitted to acquire governed standing under the conditions valid when it formed, while preserving the governed state needed for later reconstruction and examination.

Mark Rewers is the declared founder, Architecture Owner, and current steward of Governed State Spine. The Registry submission attributes development and stewardship to Mark Rewers through R2 Tech Consultants, LLC and records founding authority as original rather than delegated.

GSS is being developed as a normative specification architecture for consequential AI, automation, software, and multi-actor systems. Its declared focus is not on deciding whether an outcome is correct, but on governing the conditions under which a consequential decision is permitted to form and on preserving enough state to reconstruct that determination historically.

The registered baseline declares deterministic historical reconstruction of whether a consequential decision was legitimately permitted to form at a specified historical moment, together with requirements around authority, admissible evidence, evaluated confidence, temporal integrity, provenance, and authoritative event history. These are registered claims, not TA-14 findings.

TA-14 is paying attention because GSS places governance at the decision-formation boundary and explicitly distinguishes formation legitimacy from downstream execution. That creates a useful adjacent architecture surface for examining authority, evidence, temporal integrity, provenance, continuity, and the transition from governed formation into consequence-bearing execution without collapsing the two layers into one another.

Registration establishes an attributable baseline for Governed State Spine in the TA-14 AI Governance Registry. It preserves declared identity, version, stewardship, claims, non-claims, limitations, and evidence relationships. Registration is not certification, endorsement, technical validation, legal approval, regulatory approval, ownership adjudication, or proof of implementation performance.

The current registered baseline is GSS Version 3.02. The submission states that the architecture has completed first-party qualification, that independent external architectural review is in progress, and that conforming software implementations remain under development. The submission also preserves explicit limitations concerning implementation qualification, dependence on authoritative event-history integrity, compositional referential continuity, and the boundary between governed decision formation and downstream execution.

TA-14 currently treats GSS as a serious formation-layer governance architecture with clear architectural boundaries and a potentially valuable relationship to full-chain admissible-execution analysis. Any deeper TA-14 finding should remain evidence-bounded and should separately test the declared reconstruction, authority, temporal-integrity, provenance, continuity, and formation-to-execution boundaries rather than treating registration itself as validation.
