TA-14 TOPIC BOUNDARY

A topic may support navigation, classification, research, crosswalking, and Academy instruction. It does not by itself establish legal applicability, technical conformity, certification, authority to act, admissible evidence, or permission to execute.

THE TOPIC RESOLUTION METHOD

Eight questions prevent a governance term from becoming an unsupported claim.

TA-14 treats vocabulary as part of the evidence route. Before a topic influences a decision, its meaning, authority, applicability, and execution effect must remain inspectable.

01What does the topic mean?

Preserve the term, source vocabulary, definition, version, and context before using it as a governance category.

02Which instruments use it?

Identify the laws, regulations, standards, frameworks, guidance, records, and architectures that rely on the topic.

03Who has authority?

Determine which legislature, regulator, standards body, court, organization, contract, or institutional reviewer gives it effect.

04Where does it apply?

Resolve jurisdiction, subject, role, activity, sector, system, location, version, threshold, and exclusions.

05What evidence supports it?

Bind the topic to records, methods, sources, measurements, continuity, evidence quality, and declared limitations.

06What may it determine?

Separate descriptive language from authority to allow, hold, deny, escalate, certify, restrict, intervene, or rely.

07What does it leave out?
