Governance begins by establishing which authority can govern the matter.

01Location

Establish where the system, provider, deployer, action, and affected parties are located.

02Authority

Identify the institution, legislature, regulator, standards body, or governing organization.

03Instrument

Determine whether the source is law, regulation, standard, framework, principle, or guidance.

04Applicability

Evaluate scope, role, sector, activity, risk class, exclusions, and effective dates.

05Obligation

Identify the duties, controls, evidence, reporting, testing, and oversight required.

06Interpretation

Preserve how the source was interpreted and which boundaries remain unresolved.

07Authority Decision

Validate who may issue, approve, challenge, or rely on the determination.

08Execution Route

Bind applicable authority and evidence to the governed action before execution.

INSTITUTIONAL JURISDICTION INTELLIGENCE

Jurisdiction is not one location. It is a layered authority problem.

TA-14 resolves territorial reach, subject location, organizational role, instrument status, adoption pathway, sector authority, contractual duty, and consequence before any source is treated as governing authority.

01Territorial authority

Country, state, province, municipality, tribal territory, special district, facility, and physical place.

02Subject authority

The location and legal status of the provider, deployer, operator, owner, processor, employer, facility, or affected person.

03Activity authority

The place where development, measurement, deployment, discharge, treatment, intervention, contracting, or execution occurs.

04Sector authority

Environmental, health, building, employment, finance, education, critical infrastructure, product, or public-sector oversight.

05Instrument authority

Whether the source is enacted law, implementing regulation, adopted code, incorporated standard, permit, order, contract, or guidance.

06Cross-border reach

Extraterritorial rules, market access, imported products, remote systems, international transfers, shared watersheds, and transboundary pollution.

07Delegated authority

Authority passed from legislature to agency, agency to permit, owner to operator, institution to reviewer, or contract to responsible party.

08Temporal authority

Effective dates, transition periods, amendments, sunset provisions, supersession, emergency orders, revoked permissions, and stale editions.

CROSS-BORDER AND MULTI-AUTHORITY SCENARIOS

One governed event may activate several jurisdictions at once.

The correct result may be concurrent authority, supporting authority, contractual authority, unresolved authority, or no authority at all. TA-14 preserves the conflict instead of silently selecting one source.
