Publication establishes chronology, but it does not alone prove adoption, legal effect, current applicability, or supersession.
A newer edition may exist while an older edition remains the one incorporated into law, code, contract, policy, or certification.
Year, edition, amendment state, adoption source, and effective date must remain distinct and attributable.
